HIMMOTHAN PARIYOJANA

The ‘Himmothan Pariyojana’, a central Himalayan initiative of the Trust was launched in year 2001 to address on systematic basis some of the key rural development issues confronting the inhabitants of the Himalayas in the state of Uttarakhand. Himmothan Pariyojana (HMP) was given due recognition by Government of Uttarakhand through a MoU, signed between Trust and the State Government on May 5, 2004. The MoU sets out the commitment of the Trust and GoUK for timely realization of the goals of the Pariyojana.

The main objective of Himmothan Pariyojana is to address the core areas concern in the Himalayan region. The project emphasizes on providing safe drinking water in rural regions and improving health, hygiene and sanitation facilities and making community utilize the time saved in income generating activities. The beneficiary community is bearing only 10% of the costs and SRTT bearing the balance 90% costs.

The project is implemented through village based water and sanitation committees, known as Management Societies (registered under Societies Registration Act 1860), which plan, design, implement and subsequently manage and carry out O&M of these schemes on their own with the funds collected as water charges from the consumers. This intervention has been divided into four phases namely Pre-planning, Planning, Implementation and O&M Phase.

Shri Bhuvneshwari Mahila Ashram as a Support Organization is involved in the domain of Improving Community Health through Drinking Water & Environmental Sanitation interventions having been selected as a Support Organization for Himmothan Pariyojana phase-2 and continued in Phase-3rd... In Himmothan Pariyojana phase II we have worked in seven villages under, Water Supply and Sanitation Project. Three villages are from Jakhnidhar block of District Tehri and four villages are from Dunda block of Uttarkashi district.

With the successful implementation of Water & Sanitation Projects under Phase-II in 7 Villages of water & sanitation component under ‘Himmothan Pariyojana’ and keeping in view the demand of the community, Trust extended its support by launching Phase-III of Water & Sanitation Projects in Uttarakhand state with the consideration of maximum integration. ... In Himmothan Pariyojana phase III we are working in 9 villages under,

Water Supply and Sanitation Project.

The impact of Himmothan – "Water supply & sanitation project" having safe drinking water is tremendous:

•    Defecation Facilities for every household

•    Educational opportunities improve

Drinking water supply and sanitation projects, with a focus on hygiene, are being implemented through village based water and sanitation committees known as Village Management Societies (VMS), which plan, design, implement and manage their own schemes.

Beside this activity for bringing in improvements in water supply and environmental sanitation services, other activities such as of generating livelihood opportunities as well as for promotion of environmental practices by conserving fragile catchment areas and developing watersheds have also were carried out under different programs of Himmothan Pariyojana. All these activities under the Himmothan Pariyojana are carried out in close association with the communities, wherein capacity building, gender empowerment and raising awareness about problems of communities such as supply of safe drinking water and providing infrastructure for healthy environment besides generating hygienic habits are integral part of efforts made under the project. Thus a nucleus of communities well aware about their problems and having gained confidence after successful management of such projects in solving their problems through community efforts.

It has also been observed that villages adjacent to those covered under Himmothan Project have strong demand for inclusion in the project as considerable awakening in such communities have been generated for solving their problems with community efforts.
